Kate Fillin-Yeh is Director of Strategy at NACTO, overseeing NACTO’s work on cycling, bike share, safety, transit, and other policy issues. She leads a variety of strategic and programmatic initiatives and programs including helping cities address climate change through the American Cities Climate Challenge, developing NACTO’s efforts to advance racial and economic equity through the Better Bike Share Partnership, helping NACTO’s 70 member cities develop guidelines for regulating shared micromobility, and managing the organization’s Agency Accelerator programs to help cities structure themselves for success. Other publications include “Equitable Bike Share Means Building Better Places for People to Ride,” the annual bike and scooter share snapshot series, and the Next City op-ed, “How We’ll Know When We’re Getting Bike Equity Right.”
Kate has over a decade of experience in transportation policy and implementation. Prior to NACTO she worked at the New York City Department of Transportation where she designed and implemented Citi Bike, the nation’s largest and most heavily used bike share program. Also at NYCDOT, Kate was a lead author of Mayor de Blasio’s Vision Zero Action Plan, creating the policy framework to help bring traffic deaths in New York City to their lowest recorded levels.
Kate holds a Master’s in Public Policy and Urban Planning from the Harvard Kennedy School of Government.
